Jimmy Vielkind (Capital Confidential) reported on Thursday afternoon that a federal three- judge panel is poised to adopt a set of court-drawn congressional maps with minimal changes.

Several leaders in the Dominican community — including Sen. Adriano Espaillat —— argued that the panel should amend [Magistrate Judge] Mann’s maps to create a single, majority-Latino district encompassing the northern Manhattan, a cross-section of the Bronx and the Queens neighborhood of Corona. Several Orthodox Jews protested the proposed elimination of a district now represented by Rep. Bob Turner, which contained many Jewish neighborhoods in Brooklyn and Queens.

[District Court Judge Reena] Raggi and Judge Gerard Lynch noted the Mann proposal already contained two congressional districts in the area that were majority-Hispanic. Raggi also said there was a “legal problem” creating a district that was simply based on ethnicity.
