State Senator Adriano Espaillat has finally conceded that he will not win the Democratic congressional nomination in NY-13. According to the NY Times, he will formally end his challenge to Rep. Charlie Rangel today.

“I’m here to acknowledge that we came up short — 2 percent,” Mr. Espaillat said, at a news conference outside his campaign headquarters at the northern tip of Manhattan. “It’s virtually impossible for the results to be different.”

Mr. Espaillat’s decision ends a messy postscript to the June 26 election, which attracted wide attention, partly because of Mr. Rangel’s stature as the dean of the city’s Congressional delegation, and partly as a test of Hispanic clout in a reconfigured and overwhelmingly Democratic 13th Congressional District, long a seat of black political power.
