At the conclusion of the forum, I had the opportunity to meet and speak with George Kelling, who together with James Q. Wilson, postulated the Broken Windows theory.
Broken windows becomes an extension of Stop & Frisk when applied by police-driven CompStat which makes it a pre-emptive strike to bring down “crime” numbers not bring positive change to a community. Eric Garner died from Broken windows!!
