Assemblywoman Carmen Arroyo is a scofflaw, says the man who wants to replace her in Albany, and the state Board of Elections supports his contention.Angel Molina, a Democrat running on the Republican line in November’s general election in the 84th Assembly District, wants Arroyo investigated for failing to report campaign contributions and expenditures during 2014’s election cycle.The nondisclosure is a violation of state election laws that often results in heavy fines, but little else.“This is someone who knows the rules, who makes laws,” Molina said. “It smacks of how a lawmaker can have disregard for the law and expect others to follow.”Arroyo has not updated her campaign filings since January 2013, according to the state Board of Elections website, and that report was filed two months late.
